Method
 

Preparation
  1. Preheat your oven to 375°F (190°C). Line a 12-cup muffin tin with paper liners or lightly grease the cups.
  2. In a small bowl, combine ½ cup of all-purpose flour, ¼ cup of brown sugar, and cubed cold butter. Add ground cinnamon and mix until crumbly. Set aside.
  3. In a large mixing bowl, whisk together the remaining flour, granulated sugar, baking powder, and salt. Toss in chocolate chips.
  4. In another bowl, whisk together melted butter, large eggs, whole milk, and vanilla extract until smooth.
  5. Pour the wet ingredients into the dry ingredients and gently fold until just combined; the batter should remain lumpy.
  6. Spoon the batter into prepared muffin cups, filling each about ¾ full. Sprinkle the crumb mixture on top.
  7. Bake for 22-25 minutes until golden brown and a toothpick comes out with a few moist crumbs. Allow to cool for 5 minutes, then transfer to a wire rack.
