Step-by-Step Instructions
  1. Slice the beef against the grain into 1/4-inch strips.
  2. Prepare the batter by mixing cornstarch, flour, baking powder, salt, pepper, egg, and water.
  3. Heat oil in a frying pan to 350°F (175°C).
  4. Fry the beef strips in batches until golden brown and crispy for 3-4 minutes.
  5. Sauté minced garlic and ginger in sesame oil, then add onion and bell pepper.
  6. Create the sauce by adding soy sauce, rice vinegar, hoisin sauce, chili sauce, and sugar to the pan.
  7. Combine the beef with the sauce, stir-frying for an additional 2-3 minutes.
  8. Garnish with fresh chilies and green onions, and serve hot with rice or noodles.
