Step-by-Step Instructions
  1. Prepare the rice according to package instructions, rinsing and boiling until fluffy—about 15-20 minutes.
  2. Combine equal parts cornstarch and flour in a mixing bowl to create a batter. Slice the beef into thin strips and coat each piece evenly.
  3. Heat oil in a frying pan over medium-high heat (around 350°F) and fry the battered beef in batches for about 3-4 minutes until golden brown.
  4. In the same pan, lower the heat and sauté minced garlic and ginger for 1-2 minutes. Add chili sauce and dark soy sauce, simmer for 3-5 minutes until thickened.
  5. Return the crispy beef to the pan with the sauce, tossing to coat evenly. Cook for an additional minute.
  6. Serve the crispy beef over a generous scoop of rice, garnished with chopped green onions or sesame seeds if desired.
